A research center could be considered temporary and are enjoying excellent incentives other than the center, but will not be able to maintain that privilege and if not managed wisely developed only to be caught up and lagging behind competitors. Of course, to be able to compete freely healthy, the research organization said on autonomy to be held staffing, assessing outputs must be based on explicit published criteria, and most important is the evaluation of the project evaluation / research products must be made by the council has sufficient expertise, management has been rigorously and consistently. In Vietnam today, only NAFOSTED Fund only partially meet the requirements of consistency in the management of funds allocated for research science and technology.
