Meanwhile, in countries with the management of scientific and technological development it is not ranked research institution under the claim for pure, but based closely on the output, forcing these organizations have often constantly competing efforts to gain funding for its development. A research center could be considered temporary and are enjoying excellent incentives other than the center, but will not be able to maintain that privilege and if not managed wisely developed only to be caught up and lagging behind competitors. Of course, to be able to compete freely healthy, the research organization said on autonomy to be held staffing, assessing outputs must be based on explicit published criteria, and most important is the evaluation of the project evaluation / research products must be made by the council has sufficient expertise, management has been rigorously and consistently. In Vietnam today, only NAFOSTED Fund only partially meet the requirements of consistency in the management of funds allocated for research science and technology. But the size of the fund is very small, negligible compared to the resources devoted to research science and technology are still being distributed pursuant to the decision of the myriad of boards lying scattered across ministries and localities.
